Bridging theory and practice – a new business model for maximising the use of public sector geospatial reference data

Intended audience: National Mapping and Cadastral Agencies, ESDIN reference group members

ESDIN requires a number of harmonization efforts on many levels;

  • integration of services,
  • a unified data specification, and also
  • harmonization of access methods, licensing and pricing.

Our aim is to maximise use of the reference data in Europe, for public and private users alike.

Work Package 4 of the ESDIN project proposes a pricing and licensing model to meet these requirements.
We have investigated a number of usages that are highly relevant to the use of NMCA reference data; from cross-border use between public sector bodies to commercial applications on the iPhone.
 

Based upon this, a business model has been devised which will allow NMCA reference data;

  •  to be distributed and used on common terms
  • with terms flexible enough to allow for changes in future use,
  • whilst still recognising the diverse framework of the NMCA’s.
  
The model is derived from solutions that work for other industries, such as open software licenses and commercial map services. It accommodates the need for data to be free in some contexts and paid for in others. It also includes a system of licenses and components for rights management.'
 
Before finalizing our deliverables, we are looking for vital feedback from the NMCA’s and other stakeholders to;
 
  • ensure that the result is something that they will apply,
  • advise on whether this is the necessary and useful step forward for dissemination of European reference data.
